[sudo-workers] Patch to build sudo with parallel make

I noticed that testsudoers fails to build on my machine when run with parallel make (-j3 or -j). Looks like libsudoers.la was not finishing before testsudoers tried to use it. A patch to add that dependency is attached. Patch is against the default branch in Mercurial.
