[sudo-workers] Is Polkits existence simply down to a lack of community maintained sudoers rules?

I see lots of reasons why sudo is much better such as promoting
many small tools all can use and more secure than polkit and wonder if
polkit only exists because people didn't understand what sudo is
capable of?

I read years ago that shipping sudoers rules was dropped by distro's
due to some security blunders in quick succession, Is that true?

Is it high time that changed, even if the rules are commented out by
default as that way coders may see the power of sudo?

Was there ever a community maintained sudoers file or did packagers sed
it or something?
