[sudo-workers] [sudo-users] log_output and log_input destination directories and files ownership and permissions

I have a commit lined up that adds the following settings: iolog_mode,
iolog_user, iolog_group.  In my diff the iolog_mode is the file
mode (defaults to 0600) and the execute bit is added to it when
creating directories.

I'll push that commit shortly once I update the manual.
