[sudo-workers] broken package for xenial

Hi all,

trying to install the sudo package on xenial (Ubuntu 16.04) -- btw due to travis build... not using ubuntu everyday...

Xenial is still on libssl1.0, no chance (AFAIK) to install libssl1.1.

Maybe a broken dependency?
