I mean system packages such as .rpm and .deb files.

Of course, you can choose to place files in that directory (or any
other) if you'd like.  You just need to be aware that if you run,
for example, "visudo -f /etc/sudoers.d/01-local-sudoers", only that
specific file will be checked for syntax errors and file permissions,
not the overall sudoers policy that includes the file.
