Using sudo to log in as a user other than root?

I'm doing some research on secure alternatives to generic logins on our
system.  Sudo seems perfect for root -- can it be used for other generic
logins?  We have many users who log in as particular applications in order
to do testing -- could we have them log in using their individual IDs
instead and then sudo to that application?
