sudo-1.6.3rc4 available

Changes from sudo-1.6.3rc3:

 o fixed man page installation when building in a directory
   other than the one holding the source tree

 o fixed warning in new fnmatch.c on strict ANSI compilers

 o fixed a type mismatch wrt set_loginclass() (missing static)

These are all very minor--funny the things some compilers warn
about and others do not.

I've tested this on a fair number of operating systems and I'm planning
on an official release this coming Monday.
