Restricting cp/mv in a folder (fwd)

HI ALL!

I am posting this mail for one last time as I did not get any reponse yet. 
Hence please pardon my "spamming".

I just would like to know now whether it is possible to do so or not 

OR whether I need to upgrade to the latest version of SUDO ?

OR is it that nobody could comprehend my requirement. If so I could
try to write again in detail.

Actually the thing is I could not understand the documentation on
"Wildcards" section at www.courtesan.com properly, though other sections
are quite comprehensive.

I am expecting a response from Todd , at least!
