can't make file

Hope you can help me, using sudo I can't create a file as root which is the
default in my sudoers file.

 sudo touch file1 /

however it will let me create a directory

 sudo mkdir test /

but when I again try to create a file in that directory  it won't let me

sudo touch file1 /test
