[sudo-workers] Lowering resource limits is an issue

Thanks for addressing this and trying it out on NetBSD 9.0_RC1. I can
confirm that sudo now also builds without any patches on NetBSD 8.1 (the
current release).

Also, many thanks for incorporating the portability patches from pkgsrc.
I've committed sudo 1.8.30b3 into pksrc so that I could trim the patches.
